Keeping the count honest
Awards are only worth something if the votes are real, so every ballot follows the same rules.

3. Pomona votes decide
Ballots from Pomona ZIP codes (91766, 91767, 91768, 91769) count as resident votes. Everyone else casts a fan vote, shown separately, which never decides a winner.
